The Iranian Foreign Policy towards Kurdistan Region–Iraq  2003-2018

Abstract:

After the US invasion of Iraq and the fall of Ba’ath-regime in 2003, the Kurdistan Region-Iraq became one of the main issues in Iranian foreign policy in the region.  Although there have been several changes in Iranian foreign policy respecting its relationship with the Kurdistan Regional Government at various times, there has been no change in its strategy towards the region regarding its political independence and the right to self-determination of its people. The significant historical, cultural, and neighbourly relations that exist between Iran and the Kurdistan Region could become the basis for relations between the two parties for the sake of common interests and benefits and to establish peace and stability in the region. The main objective of this research is as follows: to clarify Iranian foreign policy towards the Kurdistan Region-Iraq and to explain the future horizon of the relations between the two parties in light of the current reality and based on the vital interests of the two parties in general.

دوای ئەوەی کە ولاتە یەکگرتووەکانی ئەمریکا لە سالی ٢٠٠٣ عێراقی داگیر کرد و رژێمی بەعسی ڕووخاند، پرسی هەرێمی کوردستان بووەتە یەکێک لە پرسە سەرەکییەکانی سیاسەتی دەرەوەی ئیران. هەرچەندە ئیران هاوکاری کوردانی کردووە لەکاتی تەنگانە و پەیوەندی بایەخداری لەگەل هەرێمی کوردستان هەیە، بەلام ستراتیجیی سیاسەتی حکومەتی ئیران بەرامبەر بە هەرێمی کوردستان سەبارەت بە سەربەخۆیی سیاسیی و مافی بەخۆدیاریکردنی چارەنووسی گەلەکەی نەگۆڕاوە، لەترسی ئەوەی کورد لە ئیران هەمان شتی بوێت. پەیوەندییە مێژوویی و کولتووریی و دراوسێییە گرنگەکانی نێوان ئیران و هەرێمی کوردستان دەتوانن ببنە بناخەی پەیوەندی هەردوو لایەن لەگەل یەکدی لە پێناو بەرژەوەندی و سوودی هاوبەش و چەسپاندنی ئاشتی و سەقامگیریی لە ناوچەکەدا. ئامانجی سەرەکی ئەم توێژینەوەیە: ڕوونکردنەوەی سیاسەتی دەرەوەی ئیرانە بەرامبەر بە هەرێمی کوردستان-عێراق و خستنە ڕووی ئاسۆی دواڕۆژیی پەیوەندیی هەردوو لایەنە لەبەر ڕۆشنایی واقیعی ئێستاکێ و پشتبەستن بە بەرژەوەندیی ژیاریی هاوبەشی هەردوو لایەن بەگشتی.

ووشە کلیلییەکان: ئیران، هەرێمی کوردستان، سیاسەتی دەرەوە، ڕژێمی بەعس، شیعەگەرایی.

ملخص:

بعد أن إحتلت الولايات المتحدة الأميركية العراق في عام 2003  وأسقطت النظام البعثي، أصبحت مسالة إقليم كردستان إحدى المسائل الرئيسية في السياسة الخارجية الإيرانية. بالرغم من أن إيران ساعدت الكرد ولها علاقات مهمة مع إقلیم کردستان، ولکنە لم یطرأ أي تغییر في استراتیجیتها تجاە الإقلیم بشأن الاستقلال السیاسي للإقلیم وحق تقریر المصیر لشعبە. إن العلاقات التاریخیة والثقافیة والجیرة المهمة المتواجدة بین إیران وإقلیم کردستان یمکن أن تصبح أساس العلاقات بین الطرفین من أجل المصالح والمنافع المشترکة وفي سبیل تثبیت السلام والاستقرار في المنط‌‌قة. الهدف الرئیسي لهذا البحث هو: توضیح السیاسة الخارجیة الإیرانیة تجاە إقلیم کردستان- العراق، وبیان أفق مستقبل العلاقات بین الطرفین في ضوء الواقع الحالي و استناد‌اَ الی المصالح الحیویة المشترکة للطرفین عامة.
